Navy Requirements Manager's (RM) Course Registration

Overview

**  The OPNAV RM Course is aware of the Navy Requirements Reform initiatives in progress.  Starting with the April 2026 class, all prerequisites (listed below) must be completed prior to attending the OPNAV RM Course.  **

OPNAV Requirements Managers play a key role in Navy’s acquisition process. As a Requirements Manager you will be responsible for assessing, developing, and managing requirements through the Navy and JFRP process. Whereas Requirements Managers in other services would stop there, you have an additional responsibility of acting as a Resource Sponsor for a program, navigating the Navy’s POM and PPBE processes as well.

This course will provide you with an overview of the knowledge and skills you need to be effective in your job. By the end of this course, you will understand how your role fits within the DoW and Navy acquisition decision systems (JFRP, DAS, and PPBE).

A more detailed e-mail will be sent out to registered students approximately 3 business days prior to the class start and will include such details as class start time, dress code, security requirements, and other information.

Prerequisites

Prior to attending this course, it is recommended for you to have completed all of the following trainings / prerequisites before taking the OPNAV RM Course, but RQM 1010 and RQM 1101 are required prerequisities:

  • OPNAV Action Officer (AO) course
  • RQM 1010 - Introduction to the Joint Capabilities Integration & Development System
  • RQM 1101 - Core Concepts for Requirements Management
  • RQM 2100 – Application Skills for Requirements Managers (However, this course is being updated by WAU and you may not have the ability to access the course).

Lunch Details

There is a kitchen just off of the training room with a refrigerator and a microwave. Feel free to bring your own food.

We do not provide a lunch for students taking the course. For those who would like to purchase a lunch, there are several restaurants and fast food chains nearby, such as:

Bus and Rail Information

Metro Rail: 
300 M St SE is located on the Metro Green Line / Navy Yard-Ballpark stop.  Please be sure to exit on the “Navy Yard” side of the station for a shorter walk to 300 M St SE.

Metro Bus:
From the Pentagon, the DC2 and P6 bus routes are the best to take.

DoD Route 8 Shuttle Bus:
Unfortunately, the times of departure and arrival from the Pentagon to the Navy Yard do not align to the class schedule so this mode of transportation is not recommended.

 

Driving and Parking Directions

If you choose to drive, parking is free. Please bring your parking ticket to the course each day for validation.

Synchron Headquarters is located adjacent to the Navy Yard, just off Interstate 395. Directions from the Pentagon to Synchron Headquarters can be found below:

  • Get on Interstate 395 North / Interstate 695 East 
  • Take the 6th Street SE exit toward Nationals Pk/Navy Yard
  • Turn right onto 7th St SE
  • Turn right onto L St SE
  • Turn left onto 4th St SE
  • Turn right into the Joyce Parking Garage

Parking:
There is a parking garage (Joyce Parking) at 300 M St SE and parking will be validated / no charge each day of the course for any students who park here.  The parking garage entrance for the building is located on 4th St SE.  Please bring your parking ticket up to class / 5th floor each day for validation.  Street parking around 300 M St SE is not recommended.  Parking validation is only for the 300 M St SE parking garage and is not valid for any of the surrounding parking lots or garages.
